It seemed like the opposite. Gale of Darkness had better distribution because lots of early shadow pokemon take investment in order to fulfill their potential while later shadow pokemon were inherently more powerful. However, I could see some disappointment since I lot of high-tier fully evolved pokemon are only available for capture in the final level. Still, there are wild pokemon available to fulfill other niches.
By the way, did anyone else feel that Zaprong was way too good? He was very fun to use but I found him overleveling and easily sweeping teams.
