Honestly all it does is rank Pokémon based off how often people use and win with them and then separate them into groups ranging from Most Use/Wins down to Least Use/Wins.
They don't technically 'ban' anything. If something is just way too good compared to everything else in its tier it gets moved up a tier. Only retarded shit like putting an entire opponents team to sleep gets banned.
I don't play by their rules personally but the people who complain about them are pretty stupid. There's obviously a lot of Pokémon that are outright better than others and it makes sense to separate them so people can use the weaker stuff without being overwhelmed all the time by Mega-Rayquaza.
