You have 4 cards Blastoise, Venusaur, and their mega forms. The people who made the cards know that people like these more so they basically put 1 of the 4 in the entire box.
As for the mascot legendary there is 1 per box, all the packages are unmarked and randomized so retailers won't rig the odds or horde.
I'm not going to buy the X pack because I don't want another set of repeats.
