Older Pokemon games thrived at actually letting the player explore areas in the sequence they chose so long as they had the correct items. It wasn't until BW that this started to change and even then you could easily trade for HMs and still use them because there was no gym requirement. Hell, even XY at least had optional areas that loop back into where you were supposed to go or backtrack to.
