Why do you think every Thundurus in late Gen 5 was running a slow, bulky set? It's because fast Thundurus wasn't hitting hard enough to justify the investment, but if you made it slow and fat it could land 2 weak Tbolts and deal more damage than 1 strong Tbolt. Fat Thundurus was the 2nd most used Pokemon in VGC.
