not confirmed, in fact the intelligence of the Pokémon fluctuates between the canons of the main series, PMD, spin offs and such. Usually they're deemed as much smarter than normal animals, also according to absurd dex entries such as Alakazam's 5000 IQ. Anyway, in the end it depends on your headcanon.
Either way people just make their OCs as projecting mascots and fursonas, so they're not like cats and dogs in such sense.
