Of the two, I'd give it to Galar, only because Leon's purpose as a Champion was to make Galar's trainers the strongest in the world, and because Galarians are obsessed with matches and battles, while Paldean culture prioritizes exploration, and the finding of treasure.
But that's in fair, 1v1 combat. In actual war, I have no doubts Unovans would be the crazy war nuts that aim to kill, fight dirty, and are impossible to put down.
