found out how to 'activate' surf
once you get the avaros flute, you head to the forest clearing where you did the padding for the ice section, and it lets you fight a totem lapras that lets you catch it and then allows you to activate surf
surf seems really buggy right now though, most water can't be surfed on, areas it looks like you should be able to surf to you can't, and areas where you can surf don't really seem to do anything
also just very questionable why you'd lock surf behind this, but whatever, i guess it means no shitty water routes later (unless he unironically gets the idea to make you do the sidequests to eventually unlock surf, but fucking hell i can't realistically imagine that)

have them hold the type gem or the saurian spine whatever it is for the dragonvolution, then level them up once they're past level 36
