As for Gary and season 1. I suppose it's less of a shonen and more of a fun, surreal anime from the 80/90s so it's fine if he is a big jerk who accomplishes nothing.
The problem, as it's been noted, is that most of the creative juice was used during the first 24 episodes.
It's not bad after that, but the early run is just kino after kino
