Well, OP, I had similar problem. Durning my first run I tried to catch every pokemon I can as soon as possible, checked every cave several times, even EV trained some pokemons without power items. Because of this, HG was easy as fuck. Then pokewalker fucked up my save file and I had to start all over again.
This time I wanted to get to battle frontier and rebuild my IV breeded team as fast as possible so I skipped almost every cave, many grass fields etc. I don't even have item seeker now. Because of this rush and random team I ended up at victory road with just 2 or 3 pokemons with 40ish lvls, the rest was 30ish, also few pokes were rather weak (Ariados, Murkrow, Feraligatr didn't even have all EVs used yet). I had to get everything to 45-50 (+Heracross to 55 to get Megahorn) lvls which took me some time. Unfortunately, there're no good places to grind until you catch/kill Ho-Oh. Then you've got grass before victory road and victory road itself.
And if you want any tip, here's one: get fucking Magneton. This guy can almost solo HG, including Lance's derpgons. Flash Cannon, Thunderbolt or Discharge, Thunder Wave and Lock On for Double Team abusers like Chuck and Karen and you can become king of Johto.
