If you insist on using an anonymous imageboard, you will have to deal with people exploiting the free nature of anonymous posting no matter what. But since you seem to be dissatisfied with the moderation, I would recommend contacting 4chan's staff and moderation and offering constructive criticism on how they can improve their website.
