If you look at a lopunny and start infer human attributes onto it you are anthropomorphize it, you are making it human but that doesn't make it anthro as still the on-model base Lopunny.
Now give it tits or not even that having it act like a human then yes it is now an anthro as you took the base pokemon and humanized it.
