May and Rosa being at the top makes sense but everything else is definitely surprising. Poor Harmony, I guess everyone cares more about Taunie.
In my opinion, the girls that should be getting the most massive titty art(both in amount of art and the art with the biggest tits) is obviously May and Rosa, their designs easily compliment having fat tits and everyone already considers them the titty queens anyway, so it's only natural. After that would be Serena, she canon has big tits too just like them so I'm curious why she doesn't get as much attention, maybe her design quality doesn't scale as well when you turn the titty dial up to 11 like May and Rosa do.
The ones that should stay flat are all the lolis, Elaine, Selene, and Juliana. They don't really look good with gigantic breasts unless you really take liberties with their design and basically make them 10+ years older than they really are. Hilda should also stay flat or at the very least moderately flat since her whole deal is being the ass girl and getting titty mogged by her sequel kouhai
Leaf, Kris, Lyra, Gloria, and Harmony I can go either way. Of those the only ones I think work well with big gigantic tits is Gloria, and she needs some design liberties taken otherwise she has similar problems to the lolis. Harmony I'd need to actually see some art of her first to decide whether her design works well with them.
The most odd one out is Dawn/Akari cause despite being so damn flat even at 15 in PLA her design actually works pretty damn well with huge tits, especially Akari.
