>>41053053The dex entries in Gen 1 only ever mention it being so strong it needs the belt to restrain it's power. It never claims it to be a mindless beast that tears things apart. In fact the first time it's given any other info besides "it's really strong" is in Gen 3 where it's regarded as a helpful Pokemon that trains in the mountains.
