Orotto is based on a little car/auto-mobile so it's likely Steel or part steel and it seems you can ride it (Ash & co get inside it during the trailer chasing after some shit or other). As it's a bit cutesy I'm guessing it's not the final evo.
The eyes were it's headlights (not on the windscreen like in Pixar's 'cars') and it's front bumper made a sort of derpy looking smiley face. I have to say I quite liked the design, it was fun and cute.
<--- This pic is something I found on the internet that looked a little like it because I can't draw to save my life. Sadly Orotto doesn't have a top hat or moustache though. He looks a bit like a VW beetle and a mini had a baby and is red in colour.
