This was not really ever the case for Typhlosion:
Terrible and outclassed by Zard in OU in Gen 2
Same deal in Gen 3, but now Blaziken showed up too.
Pretty good in Gen 4 NU(but once again worse than Charizard in the tier).
Not great but usable in Gen 5 RU, then dreadful ever since. Typh never had any period of greatness.
