He knows enough to catch wild pokemon thanks to Scorbunny and some of Ash's odd techniques as shown with Flygon but he's not good at adapting against other people. It wouldn't make sense for him to be anywhere near Ash's level. It's why he got his ass handed to him by the Hunters till Ash intervened.
