I'd say Oddish is on the same level as him. Ground/Rock and water types are a dime a dozen in Kanto, and it wrecks them all. Starts off with a 20 pp grass move (unlike Bellsprout), Sleep Powder at level 19 (Venusaur gets it as 55), and Petal Dance for late game. This guy is the GOAT.
