It's decentralized nature would also make it difficult to identify and hold strongpoints. Attackers can use a safe base of operations elsewhere to plan for and prepare against such obstacles, wheras hoen has no location to do so from a defensive POV, due to it's territory consisting primarily of small and isolated landmasses that stand little chance of organizing an effective defense on their own.
