The problem is that some brands chose/choose to use 32bit OS even when the SoC is 64bit for some reasons, making the whole thing act as a 32bit phone
So some people out there are stuck with the right SoC, enough RAM, Android 5.0+ but because Motorola/LG/Whatever chose to install the 32bit edition of the OS on their phones, these folks can't play the game.

So they can't make a unrestricted OU without making it an Other Metagame
