The main problem is that it is not fun to get these Pokemon. Gible is a good example of a fun reward. It's in a little hidden area that is not too difficult to find and in the time you spend within its location it is highly likely that one will appear at least once; making it a Pokemon that some players will miss while also having its existence known to others in order to spread that information to others. Getting it is also not an ordeal once you know about it, without being so easy that it's practically a handout.
Mareanie has no conveyance in its mechanics that incites its player to find it or how it is obtained, the only indication of its connection to Corsola are small comments made by the Aether Foundation. When you find a Corsola you're going to go through the business of faint/catch/flee and most likely move on. There is also a likelihood that it will never call Mareanie, in addition to the fact that you must come across a Corsola in the first place topped off by the tedium keeping it and your Pokemon alive. This presents several layers of uncontrollable variables not only to catch it, but to even be aware of its methods in the first place. It is based not on the player's journey and exploration, but by luck of the draw in RNG. This also applies to Oranguru in a much simpler sense, who is not found by exploration or challenge but instead being a lucky son of a bitch and coming across that 5% chance encounter.
