I think simply having a good LV variety on the open world would do wonders, same for a LV Rec on screen for each Objective.
Side Quest would help too.
Funnily enough, I think what XC3 does would translate very well to Pokemon. AKA have a very linear MQ that the players can follow with areas that scale as so does the player. With a lot of neat side quests and the like for straying off the path.
Tora did nothing wrong.
