Found it I don't think she has to dress in "over-the-top" Lolita fashion, but Lolita would work. Also I think it would add a little bit more age diversity in what is looking to be our gym leaders. There really isn't many younger aged leaders. Or in the E4 really. Which isn't a huge problem I guess, but would be nice to have some diversity with age. Also seems like we have more male concepts floating around then female, in general for all leaders and e4 concepts.
Also something to add in, could have quite a few double battle trainers in her gym, being the moth twins.
Could be something like picture, maybe with no wings and a billowing dress. Also younger, and a bit more Lolita fashioned.
Or as well it could be any sort of fashion, and using bug silk to make it.
