For how I did the starters, I didn't say "this second stage is better than this third stage," I judged them based on other Pokémon of the stage evolutionary level - in other words "is Bayleef a god tier second stage?" rather than "is Bayleef equal to Greninja/better than Typhlosion/etc.?"
Hope that makes sense to anyone else other than me. It was the only way I could include the previous forms rather than deleting them all off it and only leaving final forms.
