If the cities are functional enough to keep aircraft up and running, I'd save up to buy a cargo plane and pimp it out with as many guns as I possibly can; turning it into a ghetto gunship. My Pokemon would scout ahead and protect the aircraft while I make life miserable for insurgents, bandits, and anyone else who happened to piss off the local city-state.
