As for Chikorita in particular, it gets hate due to Grass having bad match ups against Johto gyms but this is extremely misleading. Lets actually look at the Gym Leaders and see how the Chikorita line stacks up. No comparing it to Typhlosion's Fire/Electric coverage or King Gatr's early access to Surf and Ice moves.

>Clair, Good, Dragon resists Grass but Meganium resists most of Clair's Pokemon's moves' (Electric and Water) while taking neutral damage to Dragon. Only weakness is Ice Beam from one Dragoniair. Keep in mind it can Poison Power and Screen to tank.
So Meganium only Terrible against three gyms and keep in mind Geodude pairs perfectly with Chikorita and you can get it before the first gym.
