It's like comparing tetris the game, and the boxart for tetris and saying they are the same thing which is retarded. Assets in any game are fundimentally limited by the very fact that they are in a game. Game engines have rules, in the case of early pokemon games, maps are grids with the smallest individual unit being a tile. in order to do something like is shown every single asset would be a unique tile, some things are off grid which means they would need to be two or even 4 tiles to make something like that. The NPCs are a bigger issue, as many are too large which means they wouldn't be able to be proper npcs and move, or are off grid which is not really possible either.
It's not like you can just take this picture and slap it into a game and have it work. Most of the details will have to be scrapped.
If you want proof of this, the very person who made that art is making a pokemon game and everything in it are very much on grid and it looks nothing like that
