I mean, I'm just trying to think of any texture where that was done, the only ones I can think of are the sparse texture in mario 64 or the moving green bar graphs on the computer banks in HL1. At the very least, it's not a thing in modern Pokemon, as you can clearly see from this Muk texture being obviously downscaled.
