The thing is what makes Futakuchi-onna different from other youkai is that they are a type of youkai where humans that are afflicted with supernatural diseases become youkai(there are others like rokurokubi, kuchisake-onna, yama-uba(also called "the fairy of the mountains") etc.). Aren't fairies supposed to be supernatural beings who are mostly humanoid in appearance? Mawile's origin fits the bill better than all the other "youkai-inspired" pokemon. That's why it gets Fairy type.
