They already knew about R by that point and they knew Sebastian was a distributor, they were there to find out whose Sebastians supplier was, unfortunately Sebastian was hostile. In order to interrogate him Sebastian needed to be subdued, that meant going through Charizard and Charizard was a threat that could end the plot as if you lost you're not just dead you have no lead into the second act as only Sebastian knew the supplier. Pikachu and Tim win they interrogate Sebastian which leads them to the labs. It wasn't the drug itself it was Sebastian knowledge as a distributor of R.
