This franchise has blatantly been for lolicons since the very beginning. 10-year-olds are canonically considered full legal adults in the Pokémon world. They’re allowed to have jobs, own property, and even get married (remember James in the anime got engaged to Jessebelle as a kid). It’s supposed to be a children’s ideal world where kids are given equal respect to adults.
