Lets say each pokemon has 60 moves available to them. Lets say with a new game there will be 1000 pokemons. Just on that there would be 60 000 unique animations to do (for comparison The Witcher 3 Had 16,000 Unique Animation Assets and 7,000 New Animations Over Both DLC). Please also remember that dev cycle is not only doing the animation but also QA which for this thing would be seriously a huge pain. Managing sucha huge workload would also require a lot of work in itself.
I believe they would be able to do it, but it would require pretty much development cost of AAA MMO. I am no game dev, but this idea seems for me similar to Star Wars: The old republic idea of having every line of dialogue voiced. A looooooot of money was burned on that one.
