While it looks like a mermaid at first glance, as
>>27660436 said, it's more of a siren since it uses its singing voice to manipulate others. And according to the concept art notes, yes, Poppmaid is playful, so I think it will retain some of Popplio's personality.
And to be fair, we are missing vital information like what the middle evolution looks like to help make sense of the transition. We also don't know what Poppmaid is capable of beyond what the concept art shows. There could be more to it that we don't know until we learn more about it in the games, anime, Pokedex entries, etc.
