I know it sounds odd but imagine it's individual bamboo poles as tentacles. The one file describes one form as the front view and the second form as "the other side". Now it wouldn't really make sense for a Pokémon to literally just turn around and then we call that a different form, so I'm think that maybe it was based on one of those little reversible octopus plushies. It seems like they never really finalized the alt form's design, and it just stuck around for a while as a leftover idea after they went full rocketship.
