XY was obviously rushed, as attested to by the many unused and underdeveloped game areas and plot elements (Parfum Palace, haunted house, that weird device on Ghetsis' back, the strange and unexplained presence of VISORS in every Flare character but Xerosis, the flat-feeling 'friends' characters etc etc)
My guess is that GLs were another victim of this rushed development and that the blandest ones (eg Ramos, Olympia, heck anyone apart from Korrina and Wulfric) were either the last ones to be created, late into the game's development, or else were tied intimately into a more complex plot idea that had to be scrapped and their character roles cut back to 'stand in the place and say a line'.
It's still just appalling to witness whatever the reason. Just because a character is a person of few words doesn't mean that they have to have zero personality. Pic very much related.
