gen 1 and 2 mons generally only had 2 colors, which were also soft and not sharp and contrasting, this made them seem simplistic and therefore 'better' designed in people's eyes, even though the designs themselves have been pretty consistent in quality, it's the color that pisses people off even if they don't realize it.
In gen 3 a shift had started in the coloring of the pokemon, everything was a sharper tone now but most still only stuck to two colors, this gradually got worse and worse with the gens, pic related is an example of this overusage of color and how they were simpler back then, it's not the designs that's the problem, it's retards shoving sharp tones where they dont belong
