It doesn't fix everything, but they need to stop introducing more than one or two new legendary Pokémon each generation. Roughly 30% of the new Pokémon in Gen VII were Legendary or Mythic Ultra Beasts or what-have-you. Legendary Pokémon felt saturated a few generations ago, but at this point they don't stand-out at all, a lot of them don't feel much more important than standard Pokémon.
