That said, I've never seen Rotom-W more than once, and NEVER seen Gyarados, so you're fighting a different crowd than I've been.
Greninja, Blaziken, Mawile, and Gengar all seem far too low as well. I assume you also omitted legendaries as well, because Mega Mewtwo would be all over it.
