Basically, they decided presenting these mons to Giovanni wouldn't constitute as success. I'm not sure how are they planning to present their mission as success without the Z-ring (James left it promising he'd come back some day). At best they could say they scouted out Ultra Beasts and built a hideout for future use? Even Team Skull got away, despite JJM trying to make them submit.
