If a Pokemon is too strong because of a certain move, the Pokemon itself gets banned unless it becomes evident that most if not all Pokemon with said move are overpowered. That's why Greninja was banned in Gen 6 instead of Protean, since Kecleon wasn't broken with Protean. Same reason Blaziken was banned in Gens 5 - 7 instead of Speed Boost, since Ninjask is still a shitmon with Speed Boost while Blaziken is overpowered with it.
