The general gist is a sabretooth tiger, but the trick is incorporating these three aspects: Ice related puns Electric related puns, and some kind of German aspect.
It's a two-stager, Electric/Ice, Ability for first stage is Static, Hidden Ability for final form is Strong Jaw.
