It's an issue about not being able to have the option to choose how you can play the game when the option was there previously. It's another cut feature.
Exp. Share is balanced for catching and using every Pokemon you can get your hands on, swapping out old team members for new ones as needed.
No Exp. Share is balanced if you just want to catch and use a team of 5 or 6 and stick with them throughout the entire game. Being forced into distributing free Experience Points to non-participating team members fucks up this playstyle, causing your team to be severely over-leveled.
Game Freak is basically enforcing what their idea of playing Pokemon is, despite them having previously said that it is up to the player for making decisions to make the games more challenging.
