Underleveled mons are something the games do, but this is on a whole other level. It's throwing away the knowledge of a Pokemon's movepool that one expects a good player to have. Games do illegal moves too, but they're usually inconsequential when here absolute knowledge of your opponent mons is vital.
There are a few options we have to counter his bullshit, but all of them require quite a bit of setup. Spheal and Sealeo can be caught in the cave before here, at the level you encounter them they will already have learned Blizzard. You can use that to destroy the superheated field, but it can't be on fire. I don't think there's a way to get the field back up after that.
Another option is to catch an army of Rhydons, also easily available before, along with something with enough bulk to survive and set up a trick room so you can rock slide them all to death. They're all very fast mons.
I decided it's time to test the level cap. Round.. I lost count.
