You could use some of the Trainers and Keldeo in Expanded, but everything else has been crept hard. If you're looking for a starting point in Expanded, you'd be better off using the money on singles.
If you just want to play with a friend over a kitchen table, it's definitely better than any theme deck, but if that's your plan you'd probably like the World Championship decks better.
