Literally, when I was little I thought that they were Ghost type because of their shady aura, Cloyster is next to Ghastly in the dex and it looks like a ghost in a shell. Also because I associated Shellder and the move Lick for obvious reasons. Also, there are already 3 Water/Ice in Gen I which match the typing better.
Maybe Gen II was the perfect situation to make Shellder and Cloyster Water/Steel, as a reference to its super-hard shell and spikes; or even to Water/Dark, following its shady obscure aesthetic.
