The Gym Leader is hyped up as being one of the strongest trainers around, his Machamp being undefeated. When you talk to him, the music even dramatically fades out. He has Machoke/Pikachu(?)/Primape, the highest at Lv. 27. He almost beats me but I make it through.
When you beat him, he says, "that was a good warm-up. Now the battle starts anew, and sends out a Lv. 38 Poliwrath, and you can tell from his party screen that his other one is a Machamp. He obliterates what's left of me, and I'm told that I fought very well and should come back when I'm stronger for a rematch.
Reloaded a save state and abused RNG to see what happens if I win; if you manage to beat his Poliwrath he then sends out a Lv. 41 Machamp.
Surprisingly, if you win you get a different result than losing. He gapes at you in disbelief after the battle, gives you your TM, and if you talk to him he just continues to be in disbelief.
