Phanpy's pokedex description talks about it showering itself with water even though it's a Ground-type. So give Donphan the ability dry skin.
Dry skin makes sense for Donphan theme-wise since it's basically a squat rolling elephant. It'll also give it a niche that its rivals Hippowdon and Excadrill can't fill which is a water-immune bulky Ground-type that can fit on rain teams.
