On top of this, males in nature are MORE likely than females to be colorful. If anything, a peacock or any colorful male bird would look at our women putting on makeup and jewelry and say "Why is that female trying to look male?"
So no, there is no aspect of Primarina or Sylveon that makes them a tranny.
