>>38389185Yes, the only real differentiator here is that 0iv Salamence would need more resources to get to the same CP as the 100iv, and that it has a lower CP cap than the 100iv.
There is a performance difference between two Pokémon of differing IVs at the same level, and whilst it's not negligible, it's certainly not very significant past level 30.
Since for some reason, Pokémon hit 86% of their CP cap at level 30, and then the remaining 14% is unreasonable expensive to achieve.
