Sand Veil and Snow Cloak were casualties of the Evasion clause. Had they not been the sole available abilities for certain Pokemon prior to mid-late BW, they would've been banned under that reasoning from the start. Also, unlike Protean, Sand Veil and Snow Cloak were spectacularly useless in lower tiers due to the absence of infinite weather to enable luck scumming.
